From Peace Plan 2023 to Victory Plan 2024, Ukraine’s Journey Under President Zelenskyy
From Peace Plan 2023 to the Victory Plan 2024, the transformation of Ukraine, therefore, proves two things about its leader- resilience and strategic vision. The Russians continue to fight against Zelenskyy, but he has in turn maneuvered the world’s diplomacy to make sure there is a strategic, peaceful and fair agreement for Ukraine while at the same time explicitly enhancing the country’s position in global politics.
Peace Plan 2023: A Path to Negotiation
In 2023, at the United Nation, Zelenskyy proposed a Peace Plan, with 10 points aimed at concluding the war thrown at Ukraine by Russia. The plan was eclectic, because it included critical components that can contribute to end the war, like Nuclear Safety, Food Security, Energy Security, Release of Prisoners, Territorial Integrity, Cessation of Hostilities, Justice, Environmental Safety, Prevention of Future Aggression and Confirmation of Ukraine’s Sovereignty. The Plan was focused on drawing Russia to the negotiation table and at the same time, collaborate with the world to increase global support.
Victory Plan 2024: An Unyielding & Battle-Hardened Ukraine
The Victory Plan was proposed by President Zelenskyy in the Ukrainian Parliament, calling the friendly nations to assist Ukraine in bolstering Ukraine’s defense & support Ukraine to end the war in 2025.
Specifically, the victory plan 2024, asks for Unconditional NATO Membership irrespective of the Ongoing war, A Non-nuclear Strategic Deterrent Package and Deployment of Ukrainian Troops in European bases by replacing the currently deployed U.S. Forces. The Victory plan presented by President Zelenskyy is very clear on territorial integrity, i.e. Ukraine will not cede any territory to Russia during the negotiations.
The Victory Plan Presented in Ukraine’s Parliament also contains a few Secret & Un-disclosed Annexes that contain the list of weapons & military resources, which Ukraine believes, can force Moscow to the negotiation table, during which Ukraine may not be required to lose any territory. Specifically, it is logical that Ukraine wants permission & weapon from the U.S. & Other Western countries, to strike with long range missiles, deep into Russian Military & Political facilities, while also requiring specific weapons & technologies to defend Russian attacks with more success.
While NATO has said Ukraine is moving ahead to become a NATO member, but the statement is precisely non-committal, at least till the war ends. But how does the war end. Hence, the Victory plan 2024 & the pre-conditions for Ukraine to join NATO is politically redundant. This Victory Plan proposed by Ukrainian President will be a serious test for NATO nations, especially, for the U.S., the U.K., France, Germany.
Multilateralism is the Way Ahead
The World is riddled with several conflicts today.
We see, Ongoing wars in Israel-Palestine-Lebanon with an aggressive Iran in the mix, a tense South China Sea with unpredictable China and North Korea, Instabilities in ungoverned African regions, Tensions in the Korean peninsula, and the India-China Contest in the borders and the Indian Ocean.
Humanity faces a mosaic of violence, tensions, economic disparities, and glaring climate change challenges. Addressing these crises demands more than a limited number of actors. The solution lies in multilateralism.
Only through institutions like the United Nations can the world ensure that all states, regardless of their size or power, have a voice in finding solutions. If the United Nations needs reform, so be it. Emerging major powers like India, Germany, Japan, and the African Union must not be ignored. Without their participation in major decision- making processes, resolving global conflicts becomes challenging, especially when the P5 Permanent members of the United Nations—fail to end wars in Ukraine, Palestine, or other global tensions.
Multilateralism embodies a collective responsibility to address not only the geopolitical, economic, and strategic tensions that underlie state-sponsored wars but also the shadowy realms where non-state actors, backed by foreign powers, wreak havoc. A mini-lateral approach will always be inadequate.
Challenges & Opportunities for Ukraine:
While the Victory Plan 2024 has been met with “in principle” support from key allies, it also faces challenges, including the need for sustained international aid and the potential for increased pressure to negotiate with Russia. However, Zelenskyy’s unwavering commitment to Ukraine’s sovereignty and his strategic approach to securing a just peace have propped Ukraine for a stronger future.
Hence, Ukraine’s journey from the Peace Plan 2023 to the Victory Plan 2024 reflects the Ukrainian determination, resolve and of course the strategic vision of President Volodymyr Zelenskyy.
As the War Continues, the focus remains on securing a just peace and strengthening Ukraine’s position on the global stage.
